What are the implications on the ground of the two deadly drive-by shooting raids on the West Bank? Two Israeli young women and a teenage youth were shot dead when gunmen cruised by in a car spraying machine gun fire at a group of Israeli civilians near the hitch-hiking station at the Gush Etzion Junction. Three more Israelis were wounded. A short time later, terrorists in another car opened fire a group of boys walking near the settlement of Ali. One youngster was injured. Israel has reacted by closing some main roads to private Palestinian vehicles and reimposing roadblocks and closures. The IDF is also stepping up arrests and targeted killing of terrorists. The latest attacks came on the day that Palestinian leader Abu Mazen (Mahmoud Abbas) left on a trip to Washington for a meeting with U.S. President George Bush. In an interview with IsraCast, Shalom Harari a Palestinian expert at the Herzlyia Inter-disciplinary Center and a Brig. Gen. (res.) in the IDF intelligence Corps, assesses the situation.

‘The Palestinians are again shooting themselves in the foot by shooting dead three Israeli civilians’. That’s the reaction of analyst Shalom Harari to the Palestinian drive-by attack, which exploited Israel’s removal of a roadblock on the West Bank. However, the Palestinian raids may not be the start of a full-blown Intifada #3 but rather a continuation of the ongoing terrorism during the current ‘tahadiya’ lull. The Israeli intelligence assessment was the Palestinians cooled the violence in order to get back the Gaza Strip and would then step up the violence on the West Bank. Harari noted that some 67 Israelis have been killed during the so-called cease-fire. In private, Palestinian officials complain that they do not get political backing to enforce law and order. Harari believes that Israel can make endless concessions to the Palestinians but unless Abu Mazen is ready to act and not just talk, the violence will continue. Harari thinks U.S. President George Bush is fully aware of the situation on the ground through his emissary in the area Gen. William Ward.What approach should Israel adopt in the current situation? Although Harari rejects Abu Mazen’s claim about not having enough information to confront the terrorists, Israel should agree to their getting the fifty armored cars being offered by Russia. In addition, the al Badr Palestinian unit now in Jordan should be allowed to enter the Palestinian areas to rein in the terrorists. Moreover, Israel should let the Palestinians run their election as they fit even allowing voting inside jails. This will reveal whether Hamas and the other Islamists are in charge or Abu Mazen and those who are ready to make peace with Israel. Harari says such Israeli steps will foil the Palestinian aatempt to blame Israel for the breakdown of the peace process.
